TALKS WITH THE RUSSIANS ON ASIA

1.

Dr Anton Vassiliev (Deputy Chief, First Department of the Asia Pacific Region, MFA) called on FED on 26 January and repeated the proposal that the Deputy Foreign Minister, Mr Georgi Kunadze, should come to London at the end of March.

2.

Departments and Under-Secretaries concerned agree that it would be useful to have talks with Mr Kunadze. Sir John Coles would be free on 30 or 31 March. Mr Goodlad would be prepared to host a lunch on 30 March if you recommend it.

3.

Grateful if you could discuss with MFA whether proposed dates are suitable and proposed agenda:

a. South East Asia: Cambodia, Vietnam, ASEAN

China, including Hong Kong

North East Asia: Japan, North Korea and Mongolia

Asia-Pacific security issues, including arms sales, and regional and territorial disputes

Indo-Pakistan, including non-proliferation

Central Asia

As for the Oxford Conference on North East Asia and Europe mentioned in Leslie-Jones' letter of 21 January to Ms Duffield, grateful for a sitrep on this end to know whether it would tie In with dates proposed.

5. If you think it might be necessary for us to offer to meet some of the costs of Kunadze's visit. Please let me know before making any commitment.
