TALKS WITH THE RUSSIANS ON ASIA PACIFIC ISSUES

1.

You will recall that in late September Mr Ratiani, First Secretary, Russian Embassy here told me that officials from his

Ministry would find it useful to have a bilateral with us on Asia

Pacific issues including regional security. You told me that in

principle this would be welcome.

2. When Mr Ratiani came to see me again last month he asked if

we had thought any more about this. I said that we were

interested in the, idea. As he knew we already had bilaterals on

a number of other subjects and the Asia-Pacific seemed an

appropriate one. I asked what thoughts he had on the level and

on timing. He thought talks at Head of Department or

Under-Secretary level would be appropriate, perhaps around the

end of the first quarter of 1993. He could not say whether

officials would definitely be available to come here then but

undertook to explore. Without making a firm commitment, I said I

would look into things at this end.
