1. The Secretary of State will visit Los Angeles and Washington from 20-22 September on his way back from Australia and New Zealand. I attach a copy of the programme.
2. We await confirmation of the agenda from Washington but the following, is a provisional list of subjects which we expect will be included; other subjects may be added in due course. On that basis I should be grateful if departments would provide briefing as follows. First named departments to lead, please. Would departments please indicate any points which are not for discussion with members of Congress or the press.
