Hong Kong economy strong and business confidence high.

- Our talks with China on Hong Kong electoral issues are now

dealing with concrete issues. There is still a considerable

gap between us but we are working hard to reach a successful

outcome.

My visit to Peking on 9 July was useful in focussing Chinese

attention on the essential issues and on the need to make more

rapid progress. Time is not unlimited. Practical

arrangements will need to be in place in good time for the

local elections in 1994 and the LegCo elections in 1995.
