Regret the decision to expel Han Dongfang from China into Hong Kong and remove his passport. Hope that he will be allowed to return to China soon. In the meantime the Hong Kong authorities have permitted him to remain in Hong Kong.

(Implications for the freedom of travel of Hong Kong people after 1997?)

- The Joint Declaration and Basic Law both contain clear

provisions granting Hong Kong people the right to travel after 1997. Not surprisingly, however, this is a subject on which

Hong Kong people feel deeply. This is one of the reasons why we hope that Han Dongfang's case will be resolved soon.

Helpful that the US authorities have indicated that Han

Dongfang could return to the US.
