Before the latest Chinese overtures, ExCo had decided to
put forward the Governor's proposals to LegCo without

amendments. They have now held up the publication of a Bill while exploratory talks with China proceed. (The square brackets in the points to make may need up-dating depending on China's reaction).

Support for the Governor and his proposals has held up
remarkably well and remains 2:1 in favour. There have been
signs of nervousness in the business community and the Hang Seng
Index has become more volatile. But economic fundamentals in
Hong Kong remain extremely sound.
Mr Patten's Visit to the US
6. Mr Patten has tentatively scheduled a one week visit to the US in the period 30 April 16 May; firm plans depend on
when President Clinton would be able to meet him.

7. In 1991 the US was Hong Kong's largest market (although in
1992 it may have been overtaken by China), accounting for 27%
of Hong Kong export trade. 1991 Trade figures in US Dollars
