Yugoslavia

The Prime Minister has welcomed President Clinton's policy statement of 10 February. This established a broadly common

approach between us. However, we are keen to emphasise certain aspects. The Prime Minister might say:

Very much welcome President Clinton's 10 February statement.

Warmly welcome full US engagement. Commend activity of Bartholomew and close cooperation with Owen/Vance.

In my talks with President Clinton, will want to stress importance of sustaining pressure on all parties,

particularly tightening existing sanctions. Should keep new

sanctions on hold.

Ideally, enforcement of No-Fly Zone would be part of overall package on implementing final agreement; alternatively,

could be enacted if Serbs block talks.

Agree importance of NATO role in peace-keeping operations

under UN mandate. Welcome US commitment. Need for

intensive US/UK/France consultations.

Have responded to President Clinton's message with

ideas on how US humanitarian contribution could best be

targeted.
