He showed me the text of the briefing cable produced by the US Consulate-General in Hong Kong for the incoming administration. Their recommendations were all helpful. In particular, they recommended an early call for the Governor on the new President. They also proposed that the new administration should refer to their interest in the Hong Kong issue during their early contacts with the Chinese: that the issue should also figure in suitable terms in public speeches: and that there should not be an MFN condition relating to Chinese acceptance of the Governor's proposals. ALL this seems to be very much in line with our approach of quiet internationalisation''.

3 Two other points from what Robinson said may be of interest: - he said that he personally had been struck by the offer which Senator Nunn apparently made to the Governor at a meeting just before Christmas, that he (Nunn) would be happy to help in putting together a programme of calls on the Hill when the Governor went to Washington. Robinson (who has worked in Congress) noted that there was noone better placed to open doors for the Governor than Sam Nunn

THE Kong in the summer and that a nominee to replace him was another foreign service officer called Richard Mueller (another sinologist who had worked in the Consulate-General in Hong Kong
