The Prime Minister will be having formal discussions with his Malaysian counterpart and other Ministers during his visit on 21-22 September, immediately after his visit to Japan. need to submit briefing to target dates set against the departure for Tokyo. I fear this means a somewhat earlier deadline for draft briefs than would be normal, and must ask for them to be with me by noon on 7 September. In cases where the fast-moving nature of the subject makes this impossible ez 45- (e.g. Bosnia), I will be in touch individually with relevant departments to agree appropriate dates.

The briefing should be in the following form:
points to make: usual form: white paper;
background: headings and order to match the points to make. Full background on subjects with which the Prime Minister is not familiar. Shorter background on issues (eg Yugoslavia) which are well-known to the Prime Minister. Focus on the areas likely to be discussed and, where appropriate, on the points of concern to the country being visited. On blue paper;
additional background documents (if any): one or two reference papers to give the Prime Minister further information, as required (eg a recent despatch).
FCO departments should also send disks.
