CONSTITUTIONAL TALKS

- Our policy on political development in Hong Kong developed purely in response to the wishes of people in Hong Kong for

more democracy.

- Our concern is to make the promise in the Joint Declaration of "one country, two systems" work in practice. China accepted in the Joint Declaration that Legco would be "constituted by elections"; we need to agree the details.

talks with China on Hong Kong electoral issues are now

dealing with concrete issues. There is still a considerable gap between us but we are working hard to reach a successful

outcome.

Time is not unlimited. Practical arrangements will need to be in place in good time for the local elections in 1994 and

the LegCo elections in 1995.
