VISIT OF LADY THATCHER TO SINGAPORE

1. A short note on Lady Thatcher's visit here, under the auspices of Citibank, on 1 September may be appropriate. The focus of the visit was a speech in Citibank's Leadership series but she also paid courtesy calls on Prime Minister Goh Chok Tong and Senior Minister Lee Kuan Yew, which we were asked to arrange on her behalf. She gave a number of press and television interviews and Citibank had her meet with a range of their customers, employees and with others of present and future influence.

She made quite an impact. She still has quite a reputation in this part of the world as an iron lady and her style goes down well in Lee Kuan Yew's Singapore. I have never seen a lunchtime audience of the size and influence which she attracted for her major address. Her staff said that the speech was very much her own work and a copy is enclosed. Most of her vision is pretty familiar to us. The only discordant note she struck in public was her views on Bosnia, when she was critical of all the western world. This had less resonance here than it will have had in Malaysia, on to which she travelled after Singapore.

Enclosed are some notes of her exchanges with Goh Chok Tong and Lee Kuan Yew. She had half an hour privately with Lee Kuan Yew and said only that she had studiously avoided the subject of Hong Kong, given that Lee Kuan Yew's views are well-known and she does not agree with them. She had asked about BG Lee's health but Lee Kuan Yew seems to have said little that was new. She seemed quite impressed by Goh Chok Tong ("hasn't he matured").
