1. I entirely support the proposal in TUR to make use of Mr Hata's visit to China. I agree with the points to make to Ikeda. In making these points, Tokyo might add two elements:

a) note that it was not only Hosakawa who raised
Hong Kong in Seattle but also Hata himself with Qian Qichen
b) at the end of the last tiret Tokyo might underline to Ikeda that Japanese companies are heavily involved in the construction of the airport and associated projects. Indeed Japan has a larger share of the projects than anybody else.
Please note that because of the lack of a privacy marking on TUR and the way in which the title is drafted (ie with no reference to constitutional talks on international support) the telegram was given a very wide distribution within this government. We have moved as quickly as possible to correct this but the damage has been done. Grateful if great care could be taken in future in the drafting of telegrams of this kind.
