The Japanese car companies would reject Government direction of this kind. Crowe registered our concern about any agreement which discriminated against EC suppliers. Fukuda said that one positive feature was that Hosokawa was genuinely determined to act on deregulation.

Fukuda said that his Government would insist on the inclusion of Foreign and Finance Ministers in the G7 Summits. One factor was that they now had a coalition. Appleyard and Crowe described British thinking on further simplification of the Summits. One point of agreement was that the communique should be agreed before, not after, the meeting with Yeltsin. Fukuda said that even if the number of Sherpa meetings was reduced, he hoped that the number of meetings of Political Directors would stay the same. They had particular importance for Japan. Appleyard said that we understood this, but wanted to cut down the bureaucratic processes. We would be happy to see the Political Declaration dropped.
