NOT TO ALL: UK/JAPAN POLITICAL DIRECTOR LUNCHTIME DISCUSSION
The Japanese Political Director confirmed that Hosokawa aimed to raise Hong Kong with Jiang Zemin at Seattle. He was confident about Japan's bilateral security and political relationship with the US but forecast difficult trade negotiations, particularly over automotive products.

After formal talks on 11 November, Appleyard hosted a lunch for his Japanese counterpart, at which Coles, Crowe, Jay and ¡Lever were present.

Coles briefed Fukuda on the latest moves in our negotiations with the Chinese over the constitutional arrangements for Hong Kong.
At the next round we aimed to explore the scope for a first-stage agreement, which would give more time to resolve the more difficult issues. We were grateful for past Japanese action with the Chinese and hoped that they would continue to help, eg at Hosokawa's bilateral with Jiang Zemin in Seattle.

Fukuda confirmed that Hong Kong was one suggested topic for that meeting. Time would be short, but the Japanese intended to say that the status of Hong Kong was politically important for the prosperity and stability of the Asia/Pacific region: Japan was therefore naturally concerned about Hong Kong's future. Coles said that you were being instructed to give the Japanese a full briefing. If there were any dramatic development in the next round on 19/20 November, it should be possible to let the
