Want to keep up the momentum of these contacts, both in

day-to-day contacts between officials and at the highest

levels.

Prime Minister's Visit to Japan

The Prime Minister will be visiting Japan from 19-21

September. Although it is unlikely that Mr Miyazawa will

still be in office it is still worth flagging up the main

issues that will be raised during the visit. It would also be

useful to underline the positive message which we intend to

convey by including businessmen in the party (see next

section). In general discussion of the visit the Prime Minister might say:

Much looking forward to my visit to Japan in the autumn. Hope to have wide-rainging discussion of international

issues. Want also to promote the expansion of cooperation

between the UK and Japan in a number of fields, including

trade and investment, science and technology, and

educational and academic links.

Recall that when we met in London last July you said that

you were keen to encourage intellectual exchanges. Hope

to be able to announce jointly during the visit the

establishment of a new UK/Japan scholarship scheme and the

holding of a major conference on UK/Japan relations, which

your Embassy in London is organising next January.

UK/Japan Economic Relations

In discussion of our trade, investment and technology links,

the Prime Minister might emphasise the continuing commitment of

UK government and business to developing a stronger policy alliance with Japan. Our positive approach is shown, for

example, by our firm and successful defence of the European

status of the products of Japanese factories in this country,
