MR GOODLAD'S VISIT

SUMMARY

1. The Minister would like an opportunity to bring Lee Kuan Yew up to date on Hong Kong.

HKD see merit in taking advantage of Mr Goodlad's visit to bring the Senior Minister up to date on our thinking on Hong Kong. When Duggan called on Hewitt (SEAD) on 8 March, his advice was that Lee was, on past form, unlikely to accede to a request for a call by Mr Goodlad. But the Minister is keen that we should not lose the opportunity presented by his visit to keep him apprised of our latest thinking.

You seek an appointment for Mr Goodlad with the Senior Minister. should say that the Minister is personally keen to offer Lee the chance of a discussion, and that we see his visit as an ideal opportunity to give Lee an assessment of Latest developments at a senior level (Mr Goodlad, a Privy Counsellor, is of course the FCO Minister with day-to-day responsibility for Hong Kong).

4. The Minister is currently planning to leave UK for Kuala Lumpur Late on 31 March (though his departure may still be delayed for 24 hours by Parliamentary business). Grateful therefore for early reply.
