There is in fact no good reason why publication of the legislation, about which China was fully informed, should be a
bar to talks between us. As far as we are concerned the door
remains open. As the future sovereign power, China has responsibilities, as well as interests in Hong Kong and we very much hope they will eventually agree to work in cooperation with us so that the transfer of sovereignty can take place smoothly.
