Our policy on political development in Hong Kong developed purely in response to the wishes of people in Hong Kong for
more democracy.
Realise Chinese leaders are suspicious of our motives. But they are wrong to see plots and conspiracies at work.
- Our concern is to make the promise in the Joint Declaration
of "one country, two systems" work in practice. China
accepted in the Joint Declaration that Legco would be "constituted by elections" but we now need to agree the
details.

Talks with China on Hong Kong electoral issues are being conducted in a businesslike atmosphere. We are working to
make a sucess of them.
Our aim is to reach an understanding with China on arrangements to ensure that the 1995 elections will be fair,
open and acceptable to Hong Kong.
If we do reach an understanding, the British and Hong kong
Governments will recommend this to the Legislative Council in
Hong Kong. It will be for them to pass the necessary legislation.
- But there is not infinite time. Legislation has to be in
place in time for the District Board elections in 1994.
