Gordon Duggan in Singapore has alerted us to the fact that Lee Kuan Yew will be paying a private visit to London from 28 May to 31 May or 1 June as part of a trip to Europe. It will be his first visit to London since stepping down as Prime Minister in 1990.

Although his visit falls on a Bank Holiday weekend, Duggan has strongly recommended that Ministers should, if at all possible, offer Lee some hospitality. There are good bilateral reasons for this (Lee will be received by Mitterrand in Paris), but Duggan has also drawn attention to Lee's "continuing pursuit of the Hong Kong issue", and the fact that Lee will be meeting Sir P Cradock and Lord Wilson while in London. Edward Llewellyn has written to me to ask that Govt House be kept informed on the handling of the visit.

The South East Asia side of the house here want to pin down the question of hospitality for Lee quickly. I thought that the submission ought to include your views given the Hong Kong angle: hence the need to consult you on the hoof (as it were) in Washington. My own view is that (a) if the Secretary of State were available to see Lee Kuan Yew (we have yet to establish this), there would be advantage from the Hong Kong point of view in him doing so, and putting Lee straight on our Hong Kong policy (as Mr Goodlad did in Singapore last month), but that (b) there is less of a case for him to see the Prime Minister. for your views, if possible Deskby 0514OOZ.
