7. Our High Commissioner in Singapore has reported that some of Lee Kuan Yew's calls on old friends here will be concerned

very much with Hong Kong: a point borne out by the list in para 4 above.

Lee Kuan Yew has rather wayward views on our

Hong Kong policy. Mr Goodlad set the record straight when he called on Lee during his visit to Singapore last month, but given the high-profile position Lee Kuan Yew has taken in criticising the Governor, we thought it right to seek the Governor's views. He considers that from the Hong Kong point of view it would be useful if the Secretary of State were able

to see him, and take him through our approach on Hong Kong, but that it is not necessary that the Prime Minister should see Lee, given the unhelpful line that he has taken. Wider UK/Singapore relations, however, need to be considered. We should therefore alert the Prime Minister to the visit, but

not press him hard to see Lee.
