Meeting between the Chinese and Japanese

Foreign Ministers, 29 May

The Japanese Consul-General briefed me on 31 May on the meeting between the Japanese Foreign Minister and Qian Qichen on 29 May.

The Japanese Foreign Minister said that he understood Qian had been given responsibility for Hong Kong and Macau. Japan considered it vital that Hong Kong should maintain an open system both politically and economically after 1997. This was important not just for Hong Kong but for the prosperity and stability of the whole Asia-Pacific region. Japan hoped that constructive dialogue could be held between China and Britain on Hong Kong's future, based on the Joint Declaration and the Basic Law. Japan hoped that under Qian's leadership an early agreement would be reached by the two sides.

Qian replied on standard lines. The fourth round of talks on the election arrangements for 1994/95 was being held. The only thing China was seeking in these negotiations was strict adherence to the Joint Declaration, the Basic Law and past agreements and understandings. Before 1997 Hong Kong was a matter for China and Britain. After 1997 Hong Kong would be a purely domestic matter. with regard to the handover, China. intended to maintain Hong Kong's stability based on the principle of one country two systems.

The Japanese Foreign Minister again emphasised the importance of maintaining Hong Kong's stability and prosperity.

Somewhat enigmatically he seems to have said that seen from the inside Hong Kong sometimes appeared different as

the the media / chattery elcurses, or the "Goldfish bowl" ovennality?
