5. Time will be short, and the programme consequently tight. Foreign Minister Wong Kan Seng will act as the Secretary of State's host, and will probably give a lunch. Apart from talks with Wong, the High Commissioner envisages calls on the Prime Minister, Goh Chok Tong, Senior Minister Lee Kuan Yew (if he is in Singapore) and the Minister for Trade and
Industry, Suppiah Dhanabalan, to discuss prospects for GATT and economic cooperation in the Asia-Pacific Region. Mr Duggan would give a dinner on 5 July to include other prominent Singaporeans and senior representatives of the British community.
6. I should be grateful for confirmation that the Secretary
of State would like to meet locally-based British businessmen,
possibly over breakfast on 6 July. The Post has also
recommended that the Secretary of State lay a wreath at the Kranji War Cemetery (about 20-25 minutes by car, maintained by the Commonwealth War Graves Commission).
7. I hope that the Secretary of State will agree to sign a
Memorandum of Understanding on collaboration with Singapore on
training for third countries. Singapore has asked the UK to
fund travel and accommodation costs of trainees from Asia
attending courses run by the Singapore Government, which meets the fees. Our collaboration has already begun, with port management training for Indians under a UK project. The Japanese achieved some publicity for their proposed
cooperation in this field during Miyazawa's visit to Singapore
in May.
And an agreement has already been signed with the
Germans.
