Lee Kuan Yew's international conspiracy theory about Hong Kong

There is no truth in suggestions that the Governor's proposals were coordinated with any other country or form part of any conspiracy against China.

They were developed by the Governor and his team on the basis of his consultations in Hong Kong and in consultation with Ministers here.

The Governor wrote to Mr Lee Kuan Yew to tell him of these facts.

Background

During a question and answer session at a lecture he gave at Hong Kong University on 14 December, Lee Kuan Yew said that the Governor's constitutional proposals were part of a much wider American plan to bring democracy to China. In this great game Hong Kong was merely a pawn and the Governor reading from a script written in London but ultimately scripted by Washington. These remarks were picked up by the media in China, Hong Kong and elsewhere.

In addition to publicised action in London with the Singapore High Commission, the High Commissioner in Singapore has spoken to the Singaporeans and the Governor has written to Mr Lee to rebut his allegations. Mr Rifkind, visiting Singapore, was due to see Mr Lee on 11 January and was briefed to raise our concern. We have also taken action in regional capitals, including Peking, to dismiss any notion of Hong Kong involvement in an anti-China "conspiracy".
