I believed, and still do, that China will continue to demonstrate through its stand on your proposals for Hong Kong, that it will pay any price to prevent its form or system of government from being influenced or changed in this way. Their response to your proposals is one way of signalling to President Clinton that economic pressures like the withdrawal of MFN will not make them yield on democracy in China.
If my views are wrong, I will soon be
exposed. If I am correct, then events will bear out what Sir Percy Cradock has warned of, namely that such tensions will harm Hong Kong, because the government in China invariably places politics before economics each time she is pressed on such issues.
