1. I should be grateful for your help in putting together briefing for Mr Needham, the Minister for Trade, who is to attend the UK/Japan 2000 Group meeting in Japan on 5-8 March. The attached call for briefing from the DTI outlines the background to the Group and lists the agenda items most of them rather vague.

2. For some items either the UK or the Japan side will be preparing brief discussion papers, but these will not be available until the end of the month, several days after the DTI deadline for contributions to the briefing (Tuesday 16 February). There is, therefore a certain amount of guesswork involved in surmising the likely content of discussions. However, we are asked for only very short briefs (one page each of points to make and background on each agenda item), so there is unlikely to be room for much more than the basics. There will be an opportunity to add to/revise briefs nearer the time if-discussion papers -throw up unexpected elements.

Against this rather unsatisfactory background I should be very grateful if you could provide me with short contributions as follows by lunchtime on Monday 15 February. Either written (in draft) or telephone contributions welcome:

UND the UN role in promoting and upholding global security. To include Japanese role, especially P5 membership, Cambodia.
