The Prime Minister, welcoming the British members of the 2000 Group, invited Mr. Howell to introduce the discussion.
Mr. Howell said that the Japanese team on this occasion was high level. There were two main areas of discussion: bilateral relations; and Hong Kong. On the first, taking the economy, discussion would focus on the current recession after the turbulence of the 1980s and collapse of Japan's bubble economy; it would also cover the GATT and the role of the G7. Taking security issues, the focus would be on Japan's role in relation to peace-keeping and over the role and structure of the UN. Additionally they would exchange views on expectations of the new US Administration. The British would explain likely present and future developments in the EC. On Hong Kong, particularly in its broader context in South China and the Asia-Pacific there was enormous Japanese interest. Thought was now being given to a tripartite conference in Hong Kong, possibly with Chinese participation, perhaps early in 1994. Finally, Prime Minister Miyazawa was looking for a substantive discussion with the Group at the end of the Conference, picking out various themes. Mr. Howell concluded by referring to next year's 10th Anniversary of the Group. He hoped for the Prime Minister's continuing support and hoped that the Prince of Wales would play some rple.
