As foreshadowed in our telno 47 to Hong Kong, on 11 October (before receipt of TUR) we followed up our representations with Wang Guisheng, Deputy Director of the MFA HKMAO, in the margins of the Hong Kong talks, stressing that Hong Kong journalists were now in considerable doubt about what rules or regulations were in force. Wang took note. He apologised for having been unable to see us on 9 October, saying that it had been genuinely impossible to do so; in any case he would not have had any news for us. He mentioned the Hong Kong press reports of an apology by Ming Pao but seemed to have no inside information.
