1. Many thanks for copying to me your letter of 3 September to Peter Ricketts. I was interested to see the text of the Ministry of Public Security Notice of 15 March 1989 about excess of power by PSBs' intervening in the handling of economic disputes. I have given a copy of this to Wang Guisheng: he acknowledged receipt but made no substantive comment. I also told him that as this was a civil rather than a criminal affair, the RHKP did not think a visit by the Zhengzhou PSB would be appropriate. (I did not mention the earlier PSB reference to possible fraud offences).

2. I enclose our list of local law firms, both Chinese firms and foreign firms licensed to practise here (para 4 of your letter).

3. I have not yet had an opportunity to consult the Ambassador about the proposal that the Secretary of State should raise this case with Qian Qichen on 1 October and that we should advise the Chinese of this well in advance. I shall discuss this with the Ambassador next week. Meanwhile you and FED will wish to consider how such an approach would tie in with renewal of our representations about the Prime Minister's list of human rights cases of concern. The first name on this list is another Hong Kong resident Ng Kai-Kwong (or in Mandarin Wu Jiguang).
