I am grateful to you for carrying forward our recommendation that the Secretary of State be briefed to raise the case of Chong Kwee Sung with Qian Qichen on 1 October. accept that even if so briefed, there can be guarantee that the Secretary of State will actually raise this case. that it would be useful to forewarn the Chinese of this possibility along the lines you suggest, both here, in London, and perhaps also in Peking.

Accordingly, when I saw the Deputy Director of the Foreign Affairs Department of the NCNA this afternoon on other business, I took the opportunity to tell him that I could not rule out the possibility of Mr. Hurd raising this case. suggested on a personal basis that Yang might like to send a recommendation back to his MFA that Qian be briefed accordingly. As usual, Yang took careful notes, but gave no commitment.
