Firstly, I would like to thank your Hong Kong Departmental officials, Mr Morris and Mr Woodrow, for all the considerable assistance in drawing up such a helpful programme for my visit

to Hong Kong and Hanoi in preparation of my Council of Europe 26/6 report on the Vietnamese Boatpeople. I shall look forward to sharing my conclusions and my proposed recommendations with you in due course.

In the meantime, I enclose a letter that I have received from the International Secretary of the International Society for Human Rights (ISHR) listing a number of existing concerns which clearly I shall bear in mind during my visit and upon which I will be glad to have your responses to take account of in drafting my report.
