Your letter of 15 December to Mr Hurd about your husband who has been detained in China has been passed to this department for reply. I apologize for the delay in doing this which was due to our having to consult Hong Kong.

I am sorry to hear about your husband. I understand that the Hong Kong Government have now sent you a substantive reply to your letter to the Governor. In it they say that they have been in touch with the Chinese authorities about your husband who confirm that a man with your husband's name was detained in Shenzhen on 27 May 1990 for "spying activities". The case is apparently still in the hands of the Hainan Provincial Government Legal Department.

The Hong Kong authorities have asked the Chinese to let them know about any further developments so that they can keep you informed.

Yours sincerely,

Woodrow
