As requested I enclose a list of bids for the Prime Minister's time in 1994. It is arranged as a rough calendar. Some of the bids are tentative, others firm. We have indicated their status as far as is possible at this stage. The list takes account of your letter of 12 July about President Nazarbaev and of the recent meeting of the Royal Visits Committee.
For inward visits and occasions in the UK you can take it that we would want the Prime Minister to be involved in some way in all of them. However, the degree of involvement would naturally vary: in the case of some visitors a very brief meeting might suffice. If the State Visits proposed for the US President and the Japanese Emperor fall through, they would be replaced by the Presidents of Zimbabwe and Finland in that order of priority, on dates to be fixed.
We have also included an outline of the likely demands on the Prime Minister to travel abroad. These can be divided into three categories:

Unavoidable: The European Councils in Greece (June) and Germany (December), the G7 Summit in Italy in July, the CSCE Summit in Budapest in December, an
Anglo-French Summit and a meeting with the Taoiseach in Dublin.

Desirable: Visits to Russia, South Africa for the inauguration of the new President, the USA, Israel with Jordan, and Luxembourg for the 1994 Winston Churchill Memorial Lecture.
