Problem

1. The Governor has sought our views on whether he should

accept the offer of a Freedom Award by the influential

American body Freedom House.

Recommendation

2. I recommend we reply along the lines of the attached draft

telegram. FED agree.

I have spoken to Mr Dinham, Government

House, who believes that the Governor will accept the

recommendation.

3. Hong Kong telno 658, and the attached fax from Hanson,

Hong Kong, record details of an offer from Bette Bao Lord,

President Freedom House (and wife of Winston Lord) to present

the Governor with a "Freedom Award" for his "sustained,

unswerving efforts to secure a free and democratic future for

the people of Hong Kong". As the Governor says, Freedom House is a serious and influential organisation, (founded 52 years ago by Eleanor Roosevelt and Wendell Willkie to combat the

isolationist trends in America and to foster public support for those threatened by Hitler's Germany). This offer cannot
