PROPOSED STUDY OF GOVERNORS' TERMS OF SERVICE ETC

Following Mr Hoult's minute of 12 January (not to all) Mr Short has agreed to the suggestion that Mr Herdman's study should be an extension of his current appointment in WIAD. With effect from 12 January when Mr Herdman returned to this department after the Christmas break, he had nine days remaining of his current contract. Mr Poston's minute of 4 December confirms that, providing PSD have the funds, a further ad hoc appointment up to a maximum of three months could be agreed.

2. I should be grateful if you and the other departments would now make the necessary arrangements for this. Because of the nature of the work involved and for personal reasons,

Mr Herdman will not work a full five day week. His time on the study will be calculated by working days. He has assessed that in order for the phase 1 study to be undertaken, about 40 days would be required. .

3. I propose that as Mr Herdman will be working from WIAD I should be his "Project Manager". He will wish to speak to appropriate members of administration and DT geographical departments, and to see files (though not of course INDIV files). The broad area of the study would include terms of service, conduct and discipline, appointment, briefing and travel, uniform and post-retirement activities. I have also asked Mr Herdman, within the time available, to prepare draft papers on

Revised Colonial Regulations (but not financial regulations)

Revised DSP (Part I) on Dependent Territories

(a) Guidelines for the interview and selection of Governors and

Administrators of DTs.

I have asked Mr Herdman to complete his initial study by the end of March, if possible.
