STUDY OF GOVERNORS OF DEPENDENT TERRITORIES
1. As you may be aware, I have been asked to do a study of Governors terms of service and other related matters for all the remaining Dependent Territories, except Hong Kong in the first quarter of this year.
2.. It would be helpful if I could meet those desk officers and or heads of section in your department looking after the DTs to obtain their views on the size and scope for the survey and what action needs to be taken to solve existing problems.
3. As background I attach a copy of a note I prepared last November outlining the nature of the study. Perhaps you would let me know who I should call on, if possible later this week, for a preliminary chat.
