We have made some enquiries of the IISS. Segal is out of the country until 29 March but we will speak to him then. In the meantime, we have spoken to Jim Hoare who is on secondment to IISS. He told us that as far as he knew, the Chinese had not yet responded to the invitation. It was not clear whether this was deliberate or simply slow Chinese bureaucracy. The Chinese Embassy in London are aware of the event. Hoare told us that he had been present at a meeting between Segal and a member of the Defence Attache's office who had rebuked Segal for his comments' in print about a possible break-up of China, but had not said anything about the conference, other than to ask how it was developing.

One other angle. IISS have invited the Director of Research here, Basil Eastwood, and Rod Wye to the conference. They have not yet accepted and will take our advice before doing so. We will be in touch about that a bit nearer the time, and will let you know if contacts with Segal next week yield anything.
