I should however note that Jim Hoare of RAD will be attending the Conference in a personal capacity. As you may know, he is spending an academic year on attachment to the IISS. I think it would be undesirable for us to try to exercise control over his movements while he is seconded to an academic institution. But we have spoken to him: he is fully seized of the sensitivities surrounding the Conference, and will ensure that he is described as participating from the IISS, with no reference to his FCO connections.
