POSSIBLE DRUGS LIAISON OFFICER POSTING

1. The agenda for the next meeting of the Drugs Intelligence Steering Group on 14 June includes discussion of a paper by the National Criminal Intelligence Service and HM Customs and Excise on DLO postings and priorities in 1993. On past form, the paper is unlikely to be circulated more than a day or two before the meeting, but I attach an extract of a draft which I have managed to obtain. You will see that it proposes the posting of a DLO to Hong Kong in the medium term, subject to funds being made available.

I propose to brief Mr Thomson to agree the list of DLOS in principle, subject to consultation with posts. But I should be grateful if you would let me know whether there are any immediate points he should make. Presumably we will need to consult the Chinese (since the DLO will need their cooperation). Could this be a sticking point, and could it take a long time?
