DRAFT UK/HKSAR AGREEMENT ON THE SURRENDER OF FUGITIVE OFFENDERS

I enclose a revised version of the draft agreement, which I hope incorporates all of the changes we discussed on 15 December. We are setting in hand the process of consulting the other interested Departments and organisations on the draft generally, and in particular those items which remain in square brackets. I hope that we will be able to offer further comments and suggestions before too long, and look forward to our next round of discussions!
I also enclose, as requested, a copy of the special arrangements made recently with Brazil. The document is not in any way classified, and is in the public domain to the extent that copies have been sent by us both to Bow Street Magistrates' Court and to Mr Farias' British solicitor, and possibly to others also by the Brazilians.
