I enclose a copy of my letter of today to David Edwards, with a revised draft text. I am setting in hand consultation with other interested Departments, so that we can offer further comments in due course, for clearance either in correspondence or in a second round of discussions. I also enclose a set of the Agreements already concluded by Hong Kong, in case you do not have them.
