EXTRADITION: HONG KONG/PHILIPPINES

1. A Hong Kong Government Delegation will visit Manila from 4-5 October for the first round of negotiations on a bilateral agreement on the surrender of fugitive offenders. The delegation will be led by David Edwards, Law Officer (International Law). He will be accompanied by Roger McMeans and John Hunter (Attorney General's Chambers). The delegation will be staying at the Mandarin Oriental Hotel. The delegation's contact in the Philippines Government is Mr Ramon J. Liwag, Under Secretary, Department of Justice.

2. We do not think the delegation will need to bother you for administrative or other assistance but they would be grateful if they could send a reporting telegram at the end of their negotiation.
