1. Thank you for your minute to Rod Bunten of 1 November. I must apologise that we have failed to keep you up to date with developments concerning the UK's treaty relationships with the future Hong Kong Special Administrative Region (HKSAR) after
1997.

It is planned to hold a series of meetings with Hong Kong Government officials in mid-December, after the Sino-British Joint Liaison Group meeting of 7-9 December. At these meetings, agreements on Reciprocal Enforcement of Judgements (REJ), Surrender of Fugitive offenders (SOFO) and Mutual Legal Assistance (MLA) will be negotiated.
3. To prepare for these negotiations, a series of preliminary meetings in November have been crganised with representatives of interested departments in the Home Civil Service. These will be led by Miss Shelagh Brooks of our Legal Advisers. I attach a copy of my minute of 25 October to Miss Brooks, which details the dates and times of these meetings and the officials who will be present.
4. Please let me know if you wish to attend any of these meetings, and whether we have omitted to include anyone you feel should be consulted. Would you like to be sent a copy of any of the draft treaties?
