"Article 16

This agreement shall apply:

(1)

in relation to the United Kingdom:

(a) to England and Wales, Scotland, and Northern

Ireland; and

(b) to the Isle of Man, Channel Islands and to

any other territory for whose international relations the United Kingdom is responsible and to which this Treaty shall have been extended by agreement between the Parties, subject to any technical modification agreed by the Parties and to extension by giving six months' written notice to the other through the diplomatic channel; and

(2) in the Hong Kong Special Administrative Region.".

Transitional Provision

UK to propose that the agreement applies to offences committed before 1 July 1997 other than offences in respect of which extradition proceedings are already in train. This would be new Article 17 It would read:

"Article 17

This agreement shall apply to offences committed before 1 July 1997 other than offences in respect of which extradition proceedings had already begun before the coming into force of this agreement.".
