Following our telephone conversation, I have enclosed a copy of a piracy briefing, written by the Department of Transport, for the above meeting. The briefing is still in draft so we still have time to comment.

2. We would be grateful for your comments on paragraph 4. While we are not averse to discussing possible Chinese involvement with the Honk Kong authorities direct, we do not think that this discussion to suitable for the Red Ensign forum.
