TERMS OF REFERENCE FOR THE EXPERTS ON PIRACY AND UNLAWFUL ACTS

The experts should consider and recommend, as appropriate, on all matters related to preventing or combating acts of piracy and armed robbery against ships.

The experts should look at the problem from three angles:

attacks committed in territorial waters;

acts committed in international straits; and

acts committed in the high seas.

For dealing with attacks in territorial waters, the experts should consider:

preparing a standard security check-list applicable anywhere in the world to assist local authorities develop or improve their procedures for receiving reports of criminal activities and responding to them.

recommending designation, in every port area, of specific centres*, open 24 hours a day, to receive reports from ships on actual attacks or of suspicious movements.

For acts committed on the high seas or in international straits, the experts should consider whether an international approach by an appropriate international body or regional co-ordination organized by countries within specific regions would be the most effective. In this regard, they should recommend the extent of the involvement of the appropriate international body in, inter alia,:

training local security personnel,

providing assistance in establishing any necessary command and control system,

facilitating co-operation between neighbouring States.

The recommendations of MSC/Circ.597 concerning utilization of RCCs, should be taken into account in this respect.
