Mr Morris (Security Branch) began by outlining the Hong Kong Government's intention to withdraw the attached paper on piracy and armed robbery. The paper was originally prepared by the Hong Kong Government in response to public Hong Kong pressure to take some action regarding incidents in the South China Sea and submitted to the IMO Safety Committee on 31
March. The text does not mention the PRC directly but there
is no doubt that the accusations of official involvement in
attacks on ships are directed at China. The reason Mr Morris gave for the withdrawal of the paper was the incorrect
description of these incidents in the paper as acts of piracy.
