1. It has not been possible to withdraw the paper circulated earlier by means of a note. The Chairman of the IMO will announce its withdrawal when he lists the documents to be considered by the meeting at the beginning of the meeting.
2. A redrafted speaking note is being faxed to Ellington (Security Branch). Grateful for any comments in the form of drafting amendments deskby 260800z.

Although there will be no journalists at the meeting they will inevitably discover what was said. Hall and Drummond believe that in order to avoid inaccurate reporting the speaking note should be released to the press here. Grateful for your comments on this proposal. (Our own view is that releasing the note risks being interpreted by China as a deliberate ploy to blacken their name. We would prefer to respond to any direct press questions with an oral briefing on the same lines as the speaking note).
