TERMS OF REFERENCE FOR LOCAL EXPERTS
To consider and recommend, as appropriate, on all matters related to preventing or combating acts of piracy and armed robbery against ships and relevant issues experienced in areas of their local expertise, including but not limited to:
Considering ways of improving regional co-operation and
co-ordination in dealing with piracy and armed robbery in such areas
Considering how to establish and, as necessary, to improve the sharing of information on activities of pirates and armed robbers in
the areas
Considering means of stepping up activities ashore aimed at tracing the staging points for the attacks with the aim of apprehending the culprits in their home base
Considering ways and means of increasing naval patrolling of the
areas
Considering how to improve co-ordination of efforts concerning collection of evidence from witnesses
Considering inviting the participation of the National Oil Spill Contingency Planning Committee to consider how the resources (such as communication facilities) of the oil spill contingency plan can be extended for monitoring the activities of criminals, including pirates, illicit drug traffickers, illegal immigrants, smugglers,
etc.
Advising on measures to improve general navigational safety through the area concerned through the establishment of e.g. VTS services, installation of adequate aids to navigation, improvement of hydrographic services, provision of pilotage services where necessary, etc.
Advising the other experts as necessary.
