EXTENSION OF THE 1988 UN DRUGS CONVENTION; TO HONG KONG

1. I attach a re-draft of the telegram to the Hong Kong Government. We see no harm in inviting Hong Kong to consider whether the speaking note might be expanded, but like you we would be content if they wish to issue it on traditional lines. It is a moot point whether expansion would make consultation with the Chinese any smoother. If you agree, we will issue it.
