Our Telno 1695 of June 1992: 1988 UN Drugs Convention.
The Executive Council has recently decided that the 1988 UN Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances should be applied to Hong Kong. MIFT contains a draft speaking note for use with the Chinese side. We If the Chinese should be grateful for your comments on the note. are content, the next step will be to see into law the necessary amending Legislation now in the course of preparation. We hope this can be achieved in the current legislative session. After that, we should be in a position to request you to submit a formal notification to the UN that the Convention applies to Hong Kong.
